RULE XII
during the DC Study Institute on the US Capitol steps.

Lock Haven Mayor Rick Vilello, RULE VII
Alumnus,
with Governor Ed Rendell, and Rick's wife, Marie.
The
curriculum builds on existing
leadership capabilities and knowledge; provides an understanding of the
local, state, national, and international environment; and develops
essential networks.
The first year of the two-year program focuses on resolving local,
regional, and state issues. During the first year, each seminar will
last three-four days in rural Pennsylvania, as well as a session in an urban setting. There is also a four-day legislative
session in Harrisburg, PA. During the first year you will develop your
own Personal Leadership Philosophy.
During the second year, the program focuses on regional, national, and
international topics. As you begin to address more complex issues, your
time and energy commitment between workshops increases. Three study
institutes are scheduled for rural Pennsylvania; there is a five-day
trip to Washington D.C., and commencement ceremonies are held in May. During
the second year of RULE, you will work with a small group on an
Individual Learning Contract.
